During the West Windsor Township Council meeting, Council President Linda Geevers presented a plaque to honor Harley Pickens for his many years of volunteer service to the community. Over the years, Harley has served West Windsor by leading projects and committees. The citation and photo, taken by photographer Bill Mitchell and used here by permission, are shown below.

PROCLAMATION

WHEREAS, Harley Pickens has been a resident of West Windsor Township for over forty years and he and his wife Eleanor have chosen to move on to the next chapter of their lives and will be moving out of the Township; and

WHEREAS, Harley has been an invaluable contributor who has helped mold the community through a time of tremendous growth and change; and

WHEREAS, the Township Council would like to recognize Harley’s outstanding achievements while a resident of West Windsor Township beginning with his service as Commander of the 78th Division from 1980 through 1984; and

WHEREAS, Harley dedicated his time by serving on numerous boards and committees including the Mayor’s Task Force on Senior Housing; the Grover’s Mill Pond Task Force where he served as both Member and Vice Chairman; Friends of West Windsor Senior Citizens as a Member and former Office; Leader of the West Windsor Retirees’ Group through 2002; Past President, Program Chairman and Board Member of the West Windsor Lions Club, and a Trustee of the Lions Eye Research Foundation of New Jersey; and

WHEREAS, Harley was a founding member, Assistant Treasurer and Trustee for the Friends of West Windsor Open Space, and was an active participant in establishing the 1998 initiative on open space tax for the Township; and

WHEREAS, Harley served on the Shade Tree Committee as Member, Vice Chair and Arbor Day Chair, and was Chairman of the Ron Rogers Arboretum Committee in 2001; and

WHEREAS, Harley served as Chairman of the 911 Memorial Committee in 2002 and Chairman of the Lisa McNair Memorial Committee in 2003; and

WHEREAS, Harley has served as a Member of the West Windsor Township Parking Authority since 1989 and was Chairman of the Authority in 1992, and also was a candidate for Township Council in 2001; and

WHEREAS, we have every expectation that Harley will continue his community service and sense of volunteerism no matter where life may lead him,

NOW THEREFORE BE IT RESOLVED that the Township Council of the Township of West Windsor, County of Mercer, State of New Jersey, on behalf of the residents of this community, honor Harley Pickens as a resident who will never be forgotten and thank him for his tireless efforts and contribution to the community, and wish him much success and happiness in all his future endeavors.
