Planning Towards A Statewide Forums Requires
Leveraging Local Resources for Access to Public Policy Agents

Here will attempt to briefly outline the valuable role to be preformed by competent and respected professionals the gather the opinions and experience of a wide variety of segments of New Jersey's society.

Some might wonder if this process is feasible. Others might be concerned that implicit in this process, PFoPT is introducing modern tools in public policy formation.

CEPP also supports the New Jersey Civic Education Consortium, which is a statewide partnership of Promote Participation of Community Resources educators, schools, non-profit organizations, corporations, and political leaders committed to expanding and strengthening civic education and political participation in New Jersey."


Starting in West Windsor the Plainsboro Communities, PFoPT needs to continue the process to:
  • Locate sources of funding to underwrite the expense of Forum preparation.
  • Acquire Rutgers Eagleton Polling support to evaluate "Home Rule" possible changes to lower the cost of service delivery:
    1. Conduct strategic polling to identify candidate measures to reduce cost.
    2. Conduct polling workshops to examine "Home Rule" improvements suggestions from Municipalities, School Districts officials, Principals, Teaching professionals, NJEA and PTA members, County Executives, DOE Branch Offices, and Department of Education.
    3. Conduct polling workshops to examine "Home Rule" improvements suggestions from Municipalities, Public Safety, Tax Assessors, Procurement Branches, Parks and Recreation, Transportation, and Court Systems officials.
    4. Conduct polling workshops to examine "Home Rule" improvements in education and municipal operations suggestions from Business, Civic Associations, Legislative bodies, and the general public.
    5. Compile these results to indicate the trends of possible agreement in these assessments.
    6. Conduct public opinion polls of acceptance of forum interium conclusions.
    7. Conduct public opinion polls on preferences revealed in regional debates.
    8. Conduct public opinion polls on acceptance on a "New Jersey Plan A"!

    Professional Polling support is needed to evaluate "Tax Restructuring" methods similarly needs to conducted in a structured way to canvas various assessments, as the groups a are exposed to forum presentations of alternative proposals:

    1. Conduct strategic polling to identify candidate tax restructuring measures.

    2. Evaluate polling on Tax Restructuring and format alternatives for Office Of Legislative services to evaluate and publish. /ol>
  • Invite Assembly and Senate leadership to debate wisdom of opinions expressed.
  • Invite Governor to speak at PFoPT debate on "New Jersey Plan A formulations".
  • Assembly and Senate Member forums on Home Rule and Tax Restructuring.
  • Office of Legislative Services studies of proposals for Home Rule changes and Tax Restructuring in the final phases of the PFoPT process.
  • Constitutional convention planning outline to impliment a 'New Jersey Plan A".
  • Legislature leadership review of legislation and/or convention.
