The West Windsor Citizens for Transportation Alternatives (WWCTA) was created in1999 to help inform the citizens of West Windsor about the Millstone Bypass. Our purpose was to work for an Environmental Impact Statement (E.I.S.) in order to find alternatives to the former bypass alignment that would have fewer negative impacts on important cultural, environmental, and historical areas in the area. We believe it is particularly important to understand the connection between land use and transportation and to have a broad view of the situation in central New Jersey.

AVAILABILITY OF PREVIOUSLY RELEASED DRAFT ENVIRONMENTAL IMPACT STATEMENT
The DEIS that has been prepared for the Penns Neck Area Study assesses the Project's effect on the environment in accordance with the provisions of the National Environmental Policy Act of 1969 (NEPA), Section 4(f) of the Department of Transportation Act of I966, and the FHWA Guidance for Preparing and Processing Environmental and Section 4(f) Documents. Copies of the DEIS, along with other documents relating to the study, will be available for review at the project repositories listed below on or before Monday, June 2, 2003 (call for hours). An Executive Summary of the DEIS is also available on the project website at www.pennsneckareaeis.org.

In November 2000, former Governor Christine Whitman ordered an Environmental Impact Statement (E.I.S.) for the area that had previously been considered in an Environmental Assessment (E.A.) by the New Jersey Department of Transportation (NJDOT). This order in fact invalidated the EA and demands a more thorough investigation of the area and requires that more alternative solutions be considered. The Millstone Bypass Alert Coalition, already in existence before the governor's action and in favor of an E.I.S., represents many different viewpoints and constituents and was formed to help work for solutions for problems in the Penns Neck Area. The Coalition believes that the former Millstone Bypass alignment was not the best possible solution and itself created new problems for the area--to the Millstone River, Penns Woods, their wetlands and wildlife, the Delaware & Raritan Canal State Park--without adequate proof of relieving traffic congestion and safety on Route 1 and Washington Road or many other roads in the area. Both the Coalition and the WWCTA were represented at the Penns Neck Area E.I.S. Roundtable.
